This is the cover for a very old fic from Peja's Wonderful World of Makebelieve, which is now on the Squidgeworld Archive. It's listed as orphan_account, but it's by ksl - they had to orphan a lot of stuff during the import because they couldn't contact the owners.
The story Story starts just after the NCIS Episode Requiem, and has Tony leaving DC for Houston.
