Summary
Normally, Catwoman went for flashy targets: artifacts on loan at the Gotham Museum, crown jewels worn by visiting dignitaries, whatever dumb purchase the Wayne Estate had most recently made for its private collection… But tonight was different. Tonight, Selina wanted to test out her stealth skills a bit. Play with danger.
That was how Selina ended up in a warehouse owned by Tony Zucco. The mob boss usually fell well under Catwoman’s radar, but the man had always been a bit too boastful for his own good. Apparently, Zucco currently had an “interesting” piece of merchandise hidden in his East Gotham warehouse. Something he had gotten after murdering the previous owners.
At least, that’s what one of Zucco’s henchmen had claimed, right after Selina stole the gold watch off his wrist and got him to buy her a cocktail.

It did not help his own appearance frightened the other performers and for the most part the few months he had been there, he was locked in a cage with everyone staying away from him.

This one boy was sitting outside the bars of his cage and staring.
(When Dick's parents die, Waylon takes him and runs away from the state system and the strange billionaire that's taking too much interest in the one person he still cares about. Yet, they still end up coming back to Gotham because where else is a crocodile man and his not-quite-adopted kid supposed to go?)

“Hi, Flounder!” Dick's trainer said brightly, and Dick made a sort of clicking sound in response. When it was him and his pod, they communicated with a variety of sounds that made up their language, which was just as good as whatever they were speaking. Clicks, whistles, vocalizations, whatever. It didn't matter here, alone in this tank.
You look like a half-dead lionfish, Dick said. It was a bit lengthy, but oh well.
“Isn’t he precious? Mr. Wayne, we’re just so glad to have you."Bruce hadn't been sure there was a case here to be solved at all, but a person and two mer were dead, with rumours of misconduct and prior violations swirling around the park, so he'd used Brucie to get as close as he could to the best source of information–the other trainers in the park. Then he'd seen the furious grief and intelligence in the eyes of the surviving mer and realized there was a case–just not the one anyone else was seeing.
