Summary
Midoriya Izuku, otherwise known as Akatani Mikumo, hero name: 81. He won the UA sports festival without using a quirk. Officially, he's quirkless, even has the medical tests to prove it. However, he has another quirk registered under his alternate identity: Eldritch Horror.
During his internship under Gran Torino after the sports festival, he was involved in an incident with the Hero Killer. Gran Torino was the organizer of the All for One raid headed by Night Owl, who's been a thorn in the Commission's side for months.
The Commission wants answers, and of course it's up to Hawks to provide those answers.

Midoriya is under investigation for quirk fraud, Hawks is overworked, Dabi finds himself a stalker, and the HPSC becomes a punching bag for a lot of people with a lot of issues and they totally deserve it. Aka. The vestiges find a new archenemy
