Yuyu is a first year support student at UA, trying to power through a workload of costume modification and design orders so that she can relax. Things take a bit of a detour, however, as a student from the hero program wanders in uninvited, looking to talk to the Support teacher and finding her instead.

When a Seer warns the shadowy government behind Japan's hero programs that quirkism will be their downfall, plans are set in motion to find a figurehead to lead the quirkless empowerment movement. Instead of an organic movement though, the Hero Public Safety Commission decides to groom a quirkless hero under their control. Enter a scholarship essay, Midoriya Izuku's burning desire to be useful, and a training compound in Tokyo, where other youth are already training to be heroes, even if it hurts.
AU where Izuku is taken in by the HPSC in the same way Hawks was, so they can train him to be the first quirkless hero as a publicity/propaganda stunt.
