Lucifer is trying his best to help Charlie. But since the deal he made with Heaven to protect the Hellborns leaves him physically unable to intervene, he is at an impasse. And he's been lonely and touch-starved since Lilith left. Or before she left even. So when Charlie begs for him to see her Hotel, he goes. It's the least he can do.
But when he gets there, Lucifer meets the Radio Demon, and has...feelings. He decides to visit the Hotel after getting his daughter into Heaven, having conveniently 'forgotten' so that he might have some 'alone time' with Alastor. Things happen, Alastor decides 'nothing' happens. Gets closer to Charlie. Lucifer does NOT approve.
Of course, his disapproval is partly the result of thousands years of compounded trauma caused by his dearly beloved wife. And Alastor is not without his own demons.
