In all honesty Bruce had never really intended for Billy to always be a substitute for when Damian was sick or not available to go out as Robin. It just so happened that Billy was almost Always available to fill in as Robin.
He also hadn’t intended for The entire JL to use Billy as a replacement sidekick.
Good thing Billy Started charging for his services.Or
Bruce finds out that Captain Marvel is a twelve year old boy and pays him to be a Robin stand in. The JL finds out about Billy but when questioned Batman tells them Billy is The Captain’s son and is paying him to be a stand in for when Robin gets hurt or is benched. Now the rest of the JL want in and asking Billy to be a stand in for their sidekicks
