In this universe, Finnick was an important intelligence asset for the Rebellion and was prepared early on for this unique role by his mentor, Mags. He witnessed how close the world came to nuclear war.
The series is mainly composed of the memoirs he writes a decade after the end of the conflict. Outtakes of key moments in other POV’s are also included.

When Coin sends a still-recovering Peeta directly to the Capitol to join the Star Squad, Johanna and Haymitch are both rightfully upset, albeit for slightly different reasons. They have a conversation about it back in Thirteen. (Mockingjay outtake.)

Maybe I should have expected this. It's funny, in a morbid sort of way. All these years, I've known my chances have gotten worse and worse, but somehow I still hadn't processed that I was always at the Capitol's mercy. They just wait until you're comfortable, when you think you've gotten past the worst of it, and that's when they sweep your feet out from under you.
I've gotten too comfortable. I guess I needed reminding that the odds are never in my favor.
