    Dazai has been falling behind on his duties since Oda died. He hasn't quit yet, he's just... stopped, which is a useless state for Mori, so he sets him to work again.
    Gotham is a crime ridden city, one with smuggling rings that the Port Mafia is intimately involved in. So, when a new face takes over one of their biggest trades, it's a perfect opportunity to send Dazai to negotiate the new terms.

    What Mori does not expect, however, is for Dazai to immediately drop contact once he reaches the states.
