It's 2004, nine years after the events of While You Were Sleeping, and Joe Fusco, Jr. still lives at home with his Pop. Before Joe can really worry about this, the weather worldwide takes a serious turn for the worse. Islands in the Pacific are submerged, Los Angeles is destroyed by tornadoes, and in Great Britain, an attempt to rescue the Royal family fails when gasoline freezes in the fuel lines of helicopters on their way to Scotland. Pop has to get Aunt Roberta to the safety of the southern border, and Joe agrees to stay behind to board up their apartment house. It shouldn't take long, and then he'll follow. Only the constant rain becomes worse, and the temperature is dropping sharply. Will Joe be able to contact his friend and get them both out of town?
