The capacity of an actor to act in a given environment.The most common way for dominant groups to take a minority group's agency is by infantilizing them. To portray them as childlike, in need of guidance and defense, unable to live without the dominant group.
Quirkless people have agency, as long as they live and breathe they will always have agency. Midoriya Izuku will become a hero, and he'll do it with the help of others who are just like him.
(or the fic that points out that there should be some quirkless people around and they are worth something. also stories that paint quirkless!izuku getting to ua through entirely people-with-quirks-taking-pity-on-him is kinda demeaning when you think about it.)

Summary
Izuku Midoriya is suicidal. Why wouldn’t he be? No parents, no friends, no future.
But he’s not quite ready to throw his life away.
He should at least try to throw it at some villains.
So he becomes a vigilante. But not a brave, heroic crime fighter, dodging heroes and officers at every turn.
No, he gets arrested his very first night out.
Through a combination of bullshitting everyone, quirkist lawmakers, and the technical definition of vigilantism, he makes it back out onto the street.
It’s just self defense, right?
Or,
Izuku’s a vigilante, a pretty good one too, but he’s shit at dodging law enforcement. Luckily for him, since he’s not actually breaking any laws, he doesn’t have to.
