Summary
This is a time-travel fix-it (sort of). After Will pulls them off the cliff, Hannibal wakes up on the day he met Will.
He proceeds to experience a lot of different loops where he tries to do things differently so they'll end up closer to his ideal outcome, and then things that will create Will's perfect world, and then he just... he just wants to create the perfect life for the two of them. Will's perfect and his own perfect don't really mesh, and Hannibal begins to realize that maybe... maybe some of the things he did to Will were bad. Maybe he was wrong. Maybe he even regrets some of his choices.
Hannibal learns the rules of time travel as he is forced to loop for what amounts to hundreds of years. He has to get it right. He has to fix whatever he did wrong. Because his real body and his real Will are still falling, and until Hannibal gets this right, he won't be able to save them.

1997 Florence.
For an immortal like Hannibal, he has little to worry about. He literally can't be killed, so that allows him to play things close to the vest. But when young Will Graham—who's not supposed to be in Florence, but gets dragged along by Jack because of his particular empath abilities—Hannibal sees someone who's potentially a match (romantically and otherwise), and a threat at the same time. Of course he's besotted with him, and would like to make him his own. But he's also aware Will is the only one who can too close for comfort and cause problems. So, would Hannibal, who always puts self-preservation above all else, be willing to make exceptions for him? Or is it easier to kill him?

“Career something in the way?” she asked. Fingers pressed into the arms of the chair, but she resisted the urge to pick at the leather.
“If there ever came an opportunity for me to become a father, there would be little keeping me from taking advantage.” His response was quick, as if he didn’t want her to think anything else of him.
Once more, silence. And then, something truly startling happened: a smile pulled at Dr. Lecter’s lips, eyes shining as if he was aware of something she was not.
“Some day, perhaps,” he murmured.
Will shifted, and Hannibal’s smile remained. She swallowed, and gripped the arms of the chair tightly.
“Perhaps,” she returned.
