“I wished I had killed you,” Levi whispers, and his hand is brushing Eren’s hair away from his face now. He feels sick. Doesn’t want to touch anymore but can’t help it; all these years under Eren’s gravity and Levi still hasn’t found his center. “I wondered if killing you would have been worth sparing myself from a pain I didn’t think I could feel.”
The pain of loss. Of touching perfection—touching Eren, fifteen, eager to please, throwing himself at Levi’s feet, so sweet on him Levi felt the ache of it in his own teeth—and having it ripped from his hands.

Thankfully, his trusted Adviser, Lord Armin Arlert, has been there through his entire rein. Staying the King's hand when necessary, and guiding him with his wisdom.
For King Eren trusts his adviser implicitly, and Lord Arlert needs but open his mouth, and the King will do what he suggests without pause or hesitation.
