Who else is there to go to except their mother? Ursa, feeling a once dormant rage settle in her bones, goes to the throne room to speak to her husband and her Father-In-Law. She feels like the sun has settled into her own fire, and it's raging through her entire body.
Maybe the gods do listen to the prayers sent their way.

It's when Zuko can feel the uncomfortably tight bandages dig into his ribs and thinks, just a little hysterically, that he might have lost all sensation in his left leg from how he's sitting combined with the bandages that Aang bursts into the room and he realises that maybe, just maybe, he should have pushed the meeting until later. Being yelled at by a thirteen year old about assassins isn't what was schedualed for this meeting.
Or servants, Nobels and Ambassadors all realise that Zuko has more than one Great Grand Father and that he's not just Some Guy™.

“Nagisa, who is it that you like?” Maehara suddenly asked, a warm smile on his face. He was clearly trying to include him in the conversation since Nagisa had yet to say a single word since arriving in their room earlier. Hell, since arriving at the inn, he’s barely said a word, choosing to enjoy the hot communal baths and laugh softly at the other guys as their loud chatter had filled the bathroom. He knew that Maehara knew he was rather shy and only really integrated himself into conversations if the group was small, and even then, he didn’t really speak a whole lot.
It was a nice gesture, to be sure, but…
