Kakashi is given team 7 because: Someone needs to watch over the Jinchuriki and protect the Uchiha bloodline; Sakura was just supposed to round out the numbers.
Of course the Hogake and council underestimated the fundamental breaks in Kakashi's psyche. His guilt complex ran rampant seeing what amounted to the reincarnation of his old team with some added features. He was going to turn his babysitting job into a crash course into creating the best ninja he could produce. Nothing was going to hurt his adorable little puppies, his new family.

But did the Sandaime hear him? No, because the Sandaime wasn’t Minato-sensei and the old man never listened to him. And he went ahead with the brilliant idea of saddling him with his dead sensei’s son, Itachi’s little brother, and a kunoichi who was so much a canon folder that she had a literal target on her bright red dress.
He would not be blamed for the shitshow that was about to start.

Kakashi only knows how to teach three things: survival, assassination, and pretending to be normal. Good thing that's exactly what his cute little genins need to learn.

Summary
Haruko Sakura had only ever run missions with Konoha 13 or Team 7. Even ANBU-grade missions, the only outlier sometimes might be Gemma or Yūgao. But one infiltration mission with Ino, acting as her muscle, has the infamous Uchiha Shisui sprung in a way Sakura has no means to counter.
