Summary
The world, once a verdant home to mortals and magic, is in ruins. According to myth there was a war between the divine, and the gods who defended mortal kind perished, leaving only a single one to stand as victor.
Thanks to the foresight of one of the now-dead gods, a single piece of land remained protected from the swathes of demons that razed the planet. A city was built inside the powerful barrier, and was appropriately dubbed 'Sanctuary'.
Almost 1,500 years afterwards, Sanctuary is now a towering colossus of a city, held together by metal, magic, and prayers. Each level blots the sun out for the one below it, but as society grows, so does its need for room. Dense and urban, magic grows more and more sparse and demons are prevalent, but mortal kind is not helpless.
The Demon Eradication Department, an offshoot of law enforcement, specializes in fighting the threats that manage to get past the barrier. It is dangerous work, and many lay down their lives before they reach retirement. Formally called 'Agents', their high mortality rates earned them a different moniker.

Diluc, betrayed by one of his trusted workers, finds himself in the clutches of Fatui interrogators who will not hesitate to do what they must for the information they want.
Kaeya notices his absence immediately, and begins to tear a warpath to bring him home.
