Buck looked up and could see them in the mirror. You could see he was fully naked and Tommy was clothed. Tommy's hand was disappearing into Buck from behind. The line of his bound arms could be seen as well and he looked like a needy mess.
The power dynamic of being bound and naked and hard was turning him on just from watching, as well as what he could feel and hear. Tommy had been right.
He felt utterly powerless and it was exhilarating.

Summary

After realizing the collar around the man's neck is not just for show, Buck decides to bust him out.
