The plan seemed simple:
Julian would go on his first away mission since the camp. He'd explore a planet and avoid triggering his newly minted and (mostly) under control PSTD, while trying not to worry about Garak too much.
Garak, left behind on DS9, would attempt to do something healthy and proactive about his own recovery, even if he knew it would never work, so as to delay Julian from inevitably deciding to leave him.
Spoiler: Nothing goes according to plan.
