Anyone of royal blood could claim themselves King, but if the crown and throne deemed them unworthy, it was not a title they would be able to keep claiming for long.
The opposition of the steel circlet and iron throne led to the demise of Viserys I Targaryen, though it took decades to do so—his son, however, was rejected much faster.
Just months into his reign Aegon found himself bruised, bloodied, and kneeling at his sister’s feet, begging her to take the crown before it took his life
He swore her his loyalty and pleaded for her to show mercy.
Rhaenyra thought it would be a waste to show him anything less when he looked so pretty on his knees—a fact Daemon wholeheartedly agreed with. It was convenient how they had the same taste in men, in addition to a seemingly never ending hunger for each other.

Or: Rhaenyra is not heir, but she is worthy of being Queen.
It was only a matter of time until she ruled Westeros as she did Dragonstone.
And she would do it with her husband, children, and dragons by her side...and maybe her brother, too.
