There's a lot of what if's here, so let me just present this complete alternate universe:
Harry Potter somehow manages to be raised in Norway and ends up going to Durmstrang. Against all odds, he manages to have a summer fling with Draco, both thinking the other is a muggle. Then he manages to enter a deadly tournament at another school from across an entire ocean.
Now, how the hell did he manage all of that?

Summary
A five-year relationship between Hermione Granger and Draco Malfoy ends in heartbreak after Draco's engagement to Astoria Greengrass hits the news. Being a squib, the teenage boy is defenseless in the face of danger but is saved from a stray spell by Lyra Granger, a girl with wild white curls who looks eerily like him. Upon being taken into protective custody by the French Aurors, the two teens await their parents. When Scorpius's father and his husband, Theo Nott, arrive they are shocked to see Hermione picking up her daughter.
The pieces are put together, and quickly the wizards realise that Hermione isn't as dead as they had thought she was, and when she'd left England, she'd taken something of Draco's with her.

Hermione obliviated her parents only to return to Harry and Ron and got into a huge fight with them after getting the locket because she didn’t know how to destroy it. When Ron asked her, “Well then what good are you?” and Harry didn’t disagree with him, something inside Hermione finally snapped and she decided to leave the U.K. The Order could figure this out without her. She wished them luck, really she did, but she was taking the midnight Eurostar and going as far away as she could. Taking her seat, she discovers companions on the ride that she never expected to see.

Summary

In meeting the marauders and being helped by Sirius's younger brother, she decides to remake the future, and hold the adults responsible for her displacement in time, adults who recruit children for war, accountable to clean up their own damn mess.
