Lucifer going to heaven isn't an option. Chloe dies in his arms, and he's left to deal with his failure on Earth, grief and guilt tearing him up inside. The only things keeping him going are her love for him and a promise to Trixie that he won't leave.
Meanwhile, Chloe is stuck in heaven, the only human whose negative emotions aren't smoothed over. With limited options to change her situation, she's left frustrated and grieving her life, too.
