When the Carrows catch Harry, Ron and Hermione trying to break into Headmaster Snape’s office, he is presented with the perfect opportunity to humiliate the girl.
Story plays in Hogwarts eighth year, second term (April, 1999), and Hermione is already 19 at the start of the story (her canon birthday is 1979. September 19, plus she aged herself with the time turner). Each of her other classmates mentioned turns 18 before it's their 'turn'.
