When Sir James Norrington, Scourge of Piracy and First Royal Governor of the Bahamas, catches the Pirate King Elizabeth Swann in his net, he finds his loyalties torn asunder. He has been charged with the task of pardoning or hanging the pirates of New Providence. Elizabeth refuses the former option, and James refuses the latter.
