Atsushi, Kyouka, Kenji, Junichiro, Elise, Tachihara, Ryuunosuke, Gin, and Lucy attempt to fit in to hero society, specifically by infiltrating Class 1-A under the ruse of being 'exchange students' from Yokohama, the rumored 'Powerless City' or 'Quirkless City', a city that was thought to be run by villains, a city that, at the dawn of quirk introductions, cut off from Japan. Dazai, Oda, Kunikida, Ranpo, Sigma, Yosano, Chuuya, Randou (Also known as Authur), Kouyou, Hirotsu, and Poe are brought in as extra teachers. The Hunting Dogs, the Now-Commander Teruko, the Now Vice-Commander Jouno, and Tecchou come as extra muscle for the Hero Students.
Little did the Hero Society know, these Yokohamens DID indeed have powers, but not quirks, something much ancient and powerful. This were called 'Abilities', but not only that, but the Yokohamens came here to figure out what the League of Villains and the HPSC wants with Yokohama.
